Is your home ready for a Heat Pump Grant?

Before you can qualify for an SEAI Better Energy Homes heat pump grant, your home must meet a minimum heat loss standard. We carry out the independent Technical Assessment that confirms this — and advises on what to do if upgrades are needed first.

WHAT IS A TECHNICAL ASSESSMENT?

For homes built before 2007, SEAI requires an independent Technical Advisor to confirm that the home's fabric heat loss is low enough for a heat pump to operate efficiently. This is measured using a metric called the Heat Loss Indicator (HLI). The SEAi provide a €200 grant towards the Technical Assessment.

Homes built from 2007 onwards

A Technical Assessment is not mandatory — you can self-declare instead. But completing one is recommended to ensure your heat pump operates at peak efficiency. We can advise either way.

Homes built before 2007

A Technical Assessment is required unless your existing BER already shows an HLI of 2.3 W/(K.m²) or below. We review your BER, carry out a site visit, and confirm or identify what's needed.

What if the HLI is too high?

We identify the most practical and cost-effective fabric upgrades — insulation, windows, airtightness — needed to bring your home to the required level before the heat pump is installed.

Why it matters for efficiency

A heat pump in a poorly insulated home works harder, uses more electricity, and delivers worse returns. Getting the fabric right first means lower bills and a more comfortable home for years to come.

SEAI Requirement:

To qualify for the Better Energy Homes heat pump grant, your dwelling's Heat Loss Indicator (HLI) must be ≤ 2.3 W/(K.m²), calculated using SEAI's DEAP methodology. Our Technical Assessment verifies this and documents any required upgrades for your grant application.


What to expect from Start to Finish.

HOW IT WORKS

The Technical Assessment process is straightforward. Here's what we do at each stage — and what happens next on the path to your heat pump installation.

Step 1 - Initial Review - We check your existing BER.

Using your MPRN, we locate any published BER for your home and review the DEAP file.

Step 2 - Site Visit - We visit your home and verify the assessment or carry out a new one if required.

We carry out a site survey to confirm the BER accurately reflects your home's current condition. If no valid BER exists, or if the existing one doesn’t accurately reflect your home, we carry out and publish a new one before proceeding.

Step 3 - HLI Calculation - We calculate your Heat Loss Indicator.

We check your HLI against the SEAI threshold of ≤ 2.3 W/(K.m²). If it's already met, we confirm this in the Technical Assessment Form and you're ready to proceed with your grant application.

Step 4 - If Upgrades are needed - We advise on the most practical route to compliance.

If upgrades are required, we provide you with a written report setting out your options — wall insulation, roof insulation, window upgrades, airtightness measures — with pros, cons, and typical costs for each route.

Step 5 -Documentation - We sign and submit the Technical Assessment Form to SEAI.

We complete the SEAI Technical Assessment Form, sign it, provide you with a hard copy, and upload it as part of your heat pump grant application. We retain all supporting calculations on file as required by SEAI.
